Meeting Minutes
January 19, 2011
HLC Governing Board members present: Archbold-Fred Lohrer; DeSoto – Library Director Mandy Hines, Ann Ryals; Glades – Commissioner Donna Storter-Long, Julie Perry; Hardee – Commissioner Terry Atchley, Gloria Davis; Highlands – Community Services Division Director June Fisher, Commissioner Don Elwell, Councilman Debra Worley; Okeechobee – Marion Davis, Robbie Chartier. Absences: Commissioner Judy Schaefer, Commissioner Margaret Garrard Helton, Diana Youmans, and Jeanette Peeples. Others present: Librarians Kresta King, Mary Booher, Patti Lang, Cooperative Coordinator Mary Myers, Carlos Roman CPA/PA, Julie Fowler and Brian Quinlin from NCT Group CPA’s.
Chairman June Fisher called the meeting to order at 10 a.m. Vice-Chairman Debra Worley open with prayer and lead in the pledge to the flag. The notice of public meeting was read. Chairman June Fisher requested to change the order of items 5 & 6 in the agenda, allowing the NCT Group presentation to take place before the Coordinator’s Report and Financial Report. With no additions to the agenda, the change was approved, with a motion by Commissioner Terry Atchley, a second by Mandy Hines, and unanimous approval. The minutes of the previous meeting were moved for approval with a motion by Terry Atchley, seconded by Robbie Chartier, and passed unanimously.
NCT GROUP
Julie Fowler and Brian Quinlin, NCT Group, reported on the audit results for the year ended September 30, 2010. Motion was made by Robbie Chartier to approve the Financial Audit Presentation. It was seconded by Commissioner Terry Atchley, and passed with unanimous approval by the Board.
COORDINATOR’S REPORT
Coordinator Mary Myers presented her reports including the financial report. The new grid showing the Patron Count by Type was introduced and will now be a part of every Coordinator’s Report. Motion was made by Commissioner Donna Storter-Long to approve the Coordinator’s report and financial report. It was seconded by Commissioner Terry Atchley, and passed with unanimous approval by the Board.
TAXPAYERS RETURN ON INVESTMENT DISCUSSION
Coordinator Mary Myers shared the findings from the HAAS Center for Business Research and Economic Development, University of Central Florida, which reported that for every tax dollar received, Florida public libraries provide $8.32 in value. The statewide return on investment (ROI) in our member county’s public libraries is higher than the statewide ROI: Desoto $27.01, Glades $28.34, Hardee $25.28, Highlands $17.80, and Okeechobee $15.64.
She also commented on the Florida Library Association (FLA) effort to collect statistics, stories and photographs showing “a day in the life” of the library through Florida Snapshot Day, to take place January 25th, 2011; with Sebring Public Library being one of the participating libraries.
MEMBER COMMENTS
A request was made to temporarily excuse Jeanette Peeples due to medical reasons.
Motion was made by Commissioner Terry Atchley to approve as requested, was seconded by Mandy Hines, and was passed unanimously by the Board.
The next Board meeting is scheduled for March 16, 2011, at the Lake Placid Memorial Library, at 10:00 a.m.
The board adjourned at 10:55 a.m.
